His staring was creepy in a way that you just know it's a problem. So I walked a tad closer and big surprise he was masturbating while staring at them. The girls would not have seen him thank God since he was sitting in his car and didn't really notice him. I am taller and stepped closer because I knew something was wrong with him just by the way he was looking at them. it is a look that makes your skin crawl or the hairs on your neck stand up, its just something you know isn't right and you have to trust your instincts. I got his licenses number and the police went to his house where it turned out he was a repeat offender. Another parking lot incident many years later again a man slowed down watching me this time walking down the street, he was in a parking lot slowly driving kind of behind me as I walked on the sidewalk, I've seen that look before so I started yelling at him and flagged down a police officer who just happened to be driving by. The man was masturbating and did his business leaving it on the pavement of the parking lot. nice huh! Kids are targets and need to be acutely aware of their surroundings all the time. It's too bad all the other BS gets in the way because Johnny's right the repeat rate is almost 100%

It is almost one hundred percent. But, some liberal CA judge will slap him on the wrist and probably sentence him to "community service" where another relapse is imminent. Put them on an island or jail--I hear jail is worse for sex offenders.

All California residents ought be aware of the provisions of our state's 60 year old open meeting…Read More law, the Ralph M. Brown Act, that REQUIRES our elected bodies (e.g., MBUSD Board of Trustees, MB City Council) to hold all meetings in public, with very few exceptions.
The Brown Act also requires there to be opportunity for public participation on most every agenda item in these public meetings, and mandates the advance public posting of agendas for such meetings -- agendas which must include descriptions of all items to be addressed.
Rare exceptions where 'closed session' meetings are permitted include only a few, very specific subject matters such as, for example, litigation, personnel issues and real estate negotiations. Any such closed sessions are also required to have agendas publicly posted in advance.
“The people of this State do not yield their sovereignty to the agencies which serve them,” states the preamble to the Ralph M. Brown Act. “The people, in delegating authority, do not give their public servants the right to decide what is good for the people to know and what is not good for them to know. The people insist on remaining informed so that they may retain control over the instruments they have created.”
