Manhattan Beach City Hall

City Hall is Manhattan Beach's main government building. Constructed in November 1975, it replaced a previousMore structure that was condemned shortly after an earthquake damaged it in February 1971. The original 1916 cornerstone reportedly did not contain any historical mementoes, but city officials added it to a wall of the new building to preserve historical tradition.</p> <p>Both the Human Resources and City Attorney's offices are on the first floor, along with the Engineering division. The first level also houses Council Chambers, where all City Council, as well as board and commission meetings are conducted. Notices and agendas of upcoming meetings for all departments can be found on the city's <a href="http://www.citymb.info/Index.aspx?page=3">Web site</a>.</p> <p>The second floor of the building is comprised of the offices and staff of the city manager and city clerk, along with those of the departments of Finance, Community Development, and Parks and Recreation.</p>

As a general law city, Manhattan BeachMore operates under a council-manager form of government. The city's interim city manager is Richard Thompson, former director of the city's Community Development Department.<br><br>The City Manager's Office is responsible for oversight of all city operations and delivery of public services. The city manager appoints the city's seven department heads and works closely with each of them in developing policy recommendations and responding to directives of the City Council. Other responsibilities range from budget and purchasing to personnel matters.</p> <p>In addition to performing the day-to-day activities associated with management of the organization, the City Manager's Office facilitates citizen inquiries related to public documents and city services; implements special projects authorized by the City Council and supports City Council in the development and adoption of city policy.</p>

City Treasurer

The city treasurer oversees the city's $60 million investment portfolio and develops policies to assure thatMore investment principal is protected and liquidity is maintained while yields are safely maximized. The current treasurer is Tim Lilligren, and he can be reached at tlilligren@citymb.info.</p> <p>The treasurer is elected at large and serves a four-year term. Along with Finance Department staff, the treasurer administrates all city funds and provides accountability to Manhattan Beach citizens.</p> <p>The treasurer's responsibilities include investment of idle funds, reporting such activities to the City Council and serving as chair of the Finance Subcommittee.</p> <p>The state's Local Agency Investment Fund is also used to ensure proper cash flow and liquidity.
