The department reviews all private development proposals, issues building and other related permits, and conducts special studies to prepare ordinances related to land use and building regulations. Staff serves the Planning Commission by providing reports and detailed analysis for projects subject to discretionary review. The division also drafts comprehensive studies, regional planning, municipal code and General Plan amendments.</p> <p><b>Building and Safety</b></p> <p>The Building and Safety Division is tasked with the following:</p> <ul> <li>Determining if a permit is required</li> <li>Reviewing plans</li> <li>Issuing building permits</li> <li>Field inspections</li> <li>Enforcing code to ensure compliance with local and state regulations</li> </ul> <p><b>Code Enforcement and Residential Construction</b></p> <p>This division has two enforcement officers and their duties are to ensure compliance with local and state mandated regulations related to building construction, private property maintenance and property rehabilitation.</p> <p>The city's Code Enforcement Officer is Jacqueline Harris, whose primary duties include resolving issues surrounding zoning, property maintenance, illegal dwelling units, trash container and sign violations. She also makes bi-annual visits to local businesses to educate on, address, and resolve sign, outdoor merchandise, and waste management issues. Her number is 310-802-5538.</p> <p>Rick Larson is the city's Residential Construction Officer, who primarily acts as a liaison between neighbors and builders to resolve construction impact issues. This includes meetings at the beginning of construction with neighbors and builders as well as patrol for potential problems at construction sites. The number to call is 310-802-5506.</p> <p><b>Traffic Engineering</b></p> <p>The Traffic Engineering Division oversees the management of traffic and land use-related activities involving public property.
