"Is the city corrupt? Too indulgent ? Are we getting away with crimes? Or are the present rules not fitting a society’s changing needs?  Is our leader too lenient, allowing corruption to  leak in? Are our elected leaders too strict and use rules for their own control rather than working for the common good? What is the balance? The issues in the script are like today. But this time, a governor leaves his station to see what is going on in his community. He pulls in a more disciplined replacement  with military overtones to check out his government. Let the pendulum swing."
