Waste Contract Renewal Curbed for Now

City Council members voted unanimously on February 16 to renegotiate Manhattan Beach's trash collection contract—the city's largest—with Waste Management. With its current contract expiring in April 2011, Waste Management proposed a five-year, $20 million plan that includes enhanced services such as Styrofoam recycling and curbside furniture removal.

The proposed contract costs 19 percent more than the current contract with Waste Management. The rate increase would be phased in over a three-year period: Eight percent in October 2010, 5.95 percent in July 2011 and four percent in July 2012. Residential rates would be changed from a flat-rate system to a tiered-rate, whereby customers will pay less for using smaller container sizes.

Although it is city policy to open all contracts worth more than $20,000 to competitive bidding, the council will give Waste Management until an April 6 meeting to propose its most basic "no frills" waste collection contract before taking quotes from other companies.
